How can a struggling country break out of poverty if it’s trapped in a system of bad rules? Economist Paul Romer unveils a bold idea: “charter cities,” city-scale administrative zones governed by a coalition of nations. (Could Guantánamo Bay become the next Hong Kong?).

The Best Development Plan in the World Originated With … the British Empire? August 12, 2009;

My comments:

1): Chinese’s poor youth in South China’s big plants work for almost nothing … hungry Haitians would be glad to take their place … and world’s big-business are sure to have always enough sweet-shop workers, anywhere.

2): All successes of any development plan needing huge investments also depends on what allow the big money holders of the FED and co, in their role as rainmakers (to make sure that the show goes on in their right way … so, do you expect with this plan any change in social justice?)
